The now 21-year-old Sydney man faced a sentencing hearing before the NSW Supreme Court on Monday over a series of offences, including discussing plans in October 2015 to shoot police on the steps of Bankstown police station on or about Anzac Day 2016 and to film the attack.

He has pleaded guilty to four charges, including doing an act in preparation for a terrorist act, causing grievous bodily harm and wounding with intent to murder.

While Hraichie was in jail for stealing and break-and-enter offences in April 2016, prison staff confiscated a handwritten document titled "The Book of Jihad" and other written material supporting the planned terror attack, which he later called off because his associates planned to travel to fight in the Middle East instead.

Justice Peter Johnson suppressed the release of the jihadist material, and the recording and transcript of Hraichie's September 2016 interview with the Australian Federal Police, which are now court exhibits, over fears they could be used to inspire not only attacks by Islamic extremists but also members of the far right following the Christchurch massacre.

"It is clear from recent acts well known to the community that persons taking a strong anti-Muslim position may well seek to utilise the material for their own purposes," Justice Johnson said in relation to the shooting deaths of 50 Muslim worshippers in New Zealand, allegedly at the hands of an Australian extremist, this month.

Referring to the recent fall of Islamic State in Syria, Justice Johnson said "the fact that Islamic State has effectively been defeated geographically" didn’t mean the use of propaganda in the name of the extremist movement wasn't still a potential threat.

The order followed an application to restrict the documents by Hraichie's barrister, Gabrielle Bashir, SC, who said, "Mr Hraichie himself is loath for that material to be the basis of anyone else's claim of inspiration."

On April 7, 2016, Hraichie was made to share a cell with Michael Sean O'Keefe. After learning O'Keefe was a former soldier in the Australian army, Hraichie used a razor blade to carve "e4e", short for the Islamic State mantra "an eye for an eye", into O'Keefe's forehead.

Hraichie claimed his cellmate had made disrespectful comments about Islam, later telling police his intention was to kill O'Keefe.

After he was transferred to Goulburn on April 9, he wrote the letter to Mr Severin in which he threatened to kill the prison chief if his conditions in custody weren't improved.

"I turned your Army [sic] soldier into an Islamic State sketch pad," part of the letter said.

During his September 2016 police interview, Hraichie also praised the schoolboy killer of NSW Police accountant Curtis Cheng as a "little lion" for the "fear he put into the hearts of Australia".

The sentencing hearing is listed to continue on Tuesday.
