"The dog grabbed a swan and began to shake it vigorously... I screamed and swore at him to call dog off, he laughed."

The witness, who asked The Age not to use her name, said when her husband ran into the water to try to release the swan from the dog’s mouth, the owner "just stood on beach".

She told The Age she was "screaming her head off" as her husband tried to pull the dog away, before the owner eventually retrieved the pet.

She said the "poor swan" rolled onto its back in the water in shock. She and her husband carried it out of water and held it until police arrived.

Local police wrapped the injured swan in a towel and a jacket, and it was taken to a Rosebud wildlife shelter for assessment.

She said the two men, who she called ‘‘two gutless morons’’, were last seen "walking very quickly towards Sorrento yacht club".

She said the the dog was a young, brindle coloured, curly coated possible poodle cross.

She said it had been a "beautiful morning and there were lots of people out and about".

Before the attack, she had been admiring the swans, which are a familiar sight at this time of year.

"The other swans were crying. It was just awful... And it all happened so quickly."

Investigators are urging the man in the photograph to come forward, or for anyone who recognises him to contact police.

He is believed to be Caucasian and was wearing a white-grey jacket and dark shorts.
