A man who was shot three times by police after allegedly charging towards officers on the Gold Coast has undergone surgery.

"I didn't know what was going on up there it was completely out of character," Ms Watkins said.

When they arrived, police found Paul Dubrovsky outside the home, allegedly wielding two knives.

Police tried to negotiate with the father-of-two who was described as being in an emotional state.

It's alleged he refused multiple requests to drop the knives and charged toward officers who discharged their service firearms.

Mr Dubrovsky was shot three times, in the shoulder, groin and wrist.

He was transported to Gold Coast University Hospital in a stable condition for treatment.

9News understands when he awoke from surgery he apologised to hospital staff and police.

The Ethical Standards Command has been advised and will investigate the circumstances surrounding the incident, including reviewing bodycam video.
