The ABC understands two men who were shot by police in Victoria's north-east were of interest to counterterrorism authorities.

The men are in a serious condition in hospital after the shootings at Barnawartha North near the New South Wales border.

It is understood when police tried to intercept the men about 3:00pm, the officers were threatened with an axe and a knife. Police then opened fire.

Police are expected to hold a media conference at the scene later tonight.

Earlier, Victoria Police said the shootings happened when officers tried to stop a car on Old Barnawartha Road near Richardsons Bend camping ground on the Murray River.

In a statement, police said both men sustained "serious injuries" and had been taken to hospital.

They said there was no threat to the community.
