Two men shot by police at a Victorian campground had a criminal history across three states and were being investigated as “reverts or converts to Islam,” according to the state's Counter Terrorism Command.

Speaking with 3AW’s Neil Mitchell, Assistant Commissioner Ross Guenther revealed this morning that the 19 and 30-year-olds “have a very strong hatred of police as a result of their criminal history over a period of time."

Assistant Commissioner Guenther reaffirmed that there was no current terror-related threat being posed to the community, and that investigators are treating the incident as a violent attack against police.

“What I know it is not a terror threat," he told 3AW.

"There are no (current) links to bikie gangs. There are historical associations between one of the individuals back in South Australia but that was quite some time ago."

Corrective Services NSW has issued a statement denying reports that the men were ‘radicalised’ within the state’s prison system.

“We can confirm the two offenders were not radicalised while in a NSW prison.”

“As the incident is a matter for Victoria Police, it would be inappropriate to comment further.”
