An unassuming cul-de-sac in the western suburbs of Melbourne has become a hotbed of violence and tension, according to residents.

Melton father Paul told A Current Affair his next-door neighbour had been harassing his family for months.

Paul's ex-partner Rebecca said the neighbour really lost it when their dog Milly got into his yard.

After Rebecca forced him out, the man threw a double pram through her window.

The family also claimed he had thrown rocks through their living room window.

And late last week, Rebecca claimed, she was arguing with the neighbour when he began threatening her and spat in her face.

Paul, inside, said he heard the commotion, and ran out "in fear", grabbed a crowbar and confronted the man.

"I just tried to shoo him away, and then the third time I was like, 'get out! Get away!'" he said.

Paul says the crow bar never made contact with his neighbour, but told A Current Affair "next time, he won't be so lucky."

It's understood the 30-year-old "victim" has been moved to another property by the Department of Housing.
