Ms Perera died near Monash University after she was allegedly hit by a dark-coloured Mazda wagon while crossing the road at about 9.45pm on Thursday.
The student, originally from Sri Lanka, was crossing Wellington Road near Scenic Boulevard on her way home from university when she was hit by the Mazda after it allegedly ran a red light.
Cochrane, 37, and Hindes were arrested in Officer in Melbourne's southeast on Tuesday after evading police for five days.
Police said Hindes bought a new SIM card and used ride-share vehicle before she was captured.
Yesterday Ms Perera's cousin said the young woman's father had not stopped crying since her death.
Her cousin, Garsha Gunawardana, told 9News he was struggling to understand why the driver of the car allegedly fled the scene.
"I just want to ask why did they leave without seeing?" he said.
