More than 130 people have been killed in accidents involving the vehicles in the past eight years.Within one year, all new quad bikes will be required to carry a warning to alert riders to the risk of roll overs, and meet US and European standards relating to brakes, suspension systems, throttles and clutches.

Police have not yet recovered the gun. Witnesses say the 4 year-old was shot in the neck.

The injured boy was driven to Cessnock Hospital on Tuesday morning in the family car but needed the help of paramedics to get out of the vehicle, NSW Ambulance says.

He was then flown to Newcastle's John Hunter Hospital in a stable condition.

The location of the crash is not known at this stage.

New quad bikes sold in Australia will have mandatory roll bars within two years under beefed-up safety rules aimed at saving farmers' lives.

Federal Assistant Treasurer Michael Sukkar announced the change on Thursday after sustained pressure from the agriculture lobby, with the new regulations also forcing bikes to have roll warnings within 12 months.
