A family has been forced to couch surf while their mother continues to wait for public housing.

Nicole has been on the wait list for 18 years and has been living between homes with her four children in the meantime. 

'Being homeless with my kids is my biggest fear,' she told A Current Affair.

The heartbreaking story comes after new research revealed more than 450,000 Australian households are eligible for social housing but aren't on a waiting list for it.

There are more than 144,000 households currently on waiting lists for social housing - which is designed to be affordable for people on low incomes - across the nation.

But a paper from Compass Housing Services has analysed income and asset data in the latest Census to find there are another 452,000 households who are eligible but have not yet chosen to apply.

That's equivalent to almost a quarter (23 per cent) of all renting households in Australia.

Increasing the supply of social and affordable housing could help address the issue, the report argues.

So too would stronger protections for private renters, and stricter residential mortgage lending.

It has also recommended there be more effective re-skilling and transition programs for workers displaced by automation and AI.
