Dustin, 17, died in hospital days after he was shot at Memory Lane, an off-road track deep in the Neerim East Forest, on August 27, 2017.

The circumstances surrounding the shooting have never been made clear, but police on Wednesday morning arrested a 19-year-old man from Rokeby and a 25-year-old man from Munro.

They were both expected to appear before the Morwell Magistrates Court later in the day charged with manslaughter.

The 2017 tragedy prompted friends to make #doitfordusty car stickers in the popular teen's honour.

"I just wanted to do something to show that we care and to see the amount of interest I've had [in the stickers] shows how much everyone cares," friend Jeremy Williams said at the time.

"I'm always gonna remember Dust, whether it be from at work, or just him in general."

Dustin, from Nayook, about 100 kilometres east of Melbourne, was a former student at Warragul Regional College and worked at Bucks Weed and Pest Control.
