Recycling will be temporarily dumped in landfill in the Hobsons Bay City Council again because of "a capacity issue across Melbourne" with waste company Cleanaway.

Residents in the council area - including in Altona, Laverton and Williamstown - have been asked to hold onto their recyclables for two weeks.

The council made the announcement on Monday night, saying the issue would be resolved at the end of next week.

"Due to a capacity issue across Melbourne, council’s interim recycling contractor, Cleanaway, has advised that unfortunately recycling will be sent to landfill from tomorrow (Tuesday 12 November) until the end of next week," a council statement said.

"Council knows this news comes as a disappointment to the Hobsons Bay community and we feel exactly the same.

"But all is not lost – this is a temporary arrangement only so we ask that you hold back your recycling for your subsequent collection if it is possible."

It comes just a month after Cleanaway bought recycler SKM, which collapsed in July owing tens of millions of dollars.

SKM also had tonnes of stockpiled glass, paper, cardboard and plastic. A dangerous stockpile in Coolaroo went up in flames in 2017, forcing more than 100 homes to evacuate in the northern suburbs.

The collapse of SKM, which had contracts with 33 councils, has caused havoc for Victoria’s recycling system. Councils that could not find another recycling company to take their kerbside waste were forced to send residents' recycling to landfill.

Hobsons Bay had temporarily allowed for residents to drop off their recyclables and separate them into two skips for sorting by Australian Paper Recovery.

Kerbside recycling in the council only resumed on September 30.

The council will roll out a new waste and recycling service over summer, which it says will be more reliable and minimise the risk of disruptions.

The plan will include weekly food and garden waste collections, monthly glass collections, fortnightly general waste collections, and fortnightly paper, cardboard, metals and plastic recycling.

"The new service will focus on long term and sustainable solutions to future proof Hobsons Bay’s recycling following the challenges presented by the recycling crisis, including the closure of SKM Recycling earlier this year," the council said.
