"In terms of the regulation of advertising they were not breaking the law," Acting Chief Medical Officer Professor Paul Kelly told 9News.

"This is someone that appears at least to a casual observer to be purporting to be from the TGA and this is clearly not the case."

The TGA has asked YouTube to remove the video.

Mr O'Toole declined a request for interview but denied he impersonated any government official, saying he never explicitly said he was from the TGA.

The campaigner said he was acting as a concerned member of the public.
