"I don't remember the last time we had a fatal crash that involved five fatalities," he said.

"Despite wearing seatbelts, they didn't survive."

Investigators said excess speed was a major factor in the crash and will be investigating whether alcohol played a part as well.

They said there was no indication the condition of the role contributed to the crash.

The Northern Territory road toll now stands at 28, compared to 47 this time last year.

"We're coming into the Christmas period and this is not a good start.

"Road policing is about saving lives on our roads and we're asking for the cooperation of the community in driving to the conditions."

Police are due to launch their Christmas road campaign next weekend and will be out in force over the coming month.
