The project to duplicate the Western Highway between Ballarat and Stawell has faced a string of delays, including those caused by protests focusing on a 12.5km stretch that would require cutting down thousands of trees. Aboriginal protesters set up camp in June 2018 in an effort to physically block work from starting on the highway, and maintained a presence since then.The $672 million project has been managed by State Government body Major Road Projects Victoria (MRPV), which estimated earlier this year the project would be finished early in 2022.

Traffic snarls on the Eastern Freeway frequently draw the ire of motorists, but the road also is historically significant and should be protected, according to the Heritage Council of Victoria.
The Department of Transport made the application in August and now the Heritage Council has recommended the oldest stretch of the freeway between Hoddle Street and Bulleen Road be added to the Victorian Heritage Register.
In his recommendation, the council's executive director Steven Avery supported heritage registration because the road was of "importance to the course, or pattern, of Victoria's cultural history", as well as for design features.

Work on the road began in 1972 and it was opened in 1977.
The council called it a "notable freeway".
"As the first freeway in Victoria to respond to changing attitudes towards the design of freeways and the need for them to consider aesthetics as well as safety, utility and economy, it encapsulates a key evolutionary stage in the development of freeway design,'' the Heritage Council recommendation said.
"It was the precursor to the present day architectural and aesthetic approach to freeway design."
There was considerable backlash to the project in the 1970s.
"The Eastern Freeway — Stage One is also historically significant for the prolonged and at times violent community protests that met its announcement, construction and opening,'' the council said.

The council's recommendation notes that the Eastern Freeway's "termination at Hoddle Street/Alexandra Parade became the rallying point for protestors concerned about the impact of freeways in general, and well as those opposed to the direct impact of the freeway on the surrounding suburbs".
Backlash to inner-city freeways resurfaced in 2014, with residents in Collingwood and surrounds protesting against the Napthine government's East West Link.
The Opposition, who support building the East West Link, accused the Andrews Government of using heritage protection to make it harder for a future government to build that road.
"This is a dirty great big freeway. How on earth does this warrant heritage protection?'' Opposition planning spokesman Tim Smith said.
But Transport Infrastructure Minister Jacinta Allan said heritage protection would provide certainty to planning and building on the North East Link, which begins at Bulleen Road.
"This is an important project and it's pleasing to see that the decision today is about providing that certainty as we go into the next important tender phase for the project,'' Ms Allan said.
Public submissions regarding the registration are open for 60 days.
