The council called it a "notable freeway".

"As the first freeway in Victoria to respond to changing attitudes towards the design of freeways and the need for them to consider aesthetics as well as safety, utility and economy, it encapsulates a key evolutionary stage in the development of freeway design,'' the Heritage Council recommendation said.

The council's recommendation notes that the Eastern Freeway's "termination at Hoddle Street/Alexandra Parade became the rallying point for protestors concerned about the impact of freeways in general, and well as those opposed to the direct impact of the freeway on the surrounding suburbs".

The Opposition, who support building the East West Link, accused the Andrews Government of using heritage protection to make it harder for a future government to build that road.

"This is a dirty great big freeway. How on earth does this warrant heritage protection?'' Opposition planning spokesman Tim Smith said.

But Transport Infrastructure Minister Jacinta Allan said heritage protection would provide certainty to planning and building on the North East Link, which begins at Bulleen Road.

"This is an important project and it's pleasing to see that the decision today is about providing that certainty as we go into the next important tender phase for the project,'' Ms Allan said.

Public submissions regarding the registration are open for 60 days.
