The two men had earlier been inside a Mercedes sedan which had pulled alongside Mr Virgona on Eastlink, where a shooter on the passenger side blasted him with gunfire.

The Mercedes was then dumped and torched and the pair continued to flee in a waiting Volkswagen Amarok ute.

About one hour after the shooting, police spotted the Amarok ute in Ferntree Gully, in Melbourne's east, sparking a pursuit.

The two suspects abandoned the ute in the nearby suburb of Bayswater and ran into Marie Wallace Bayswater Park.

Despite an intense search, involving a chopper, sniffer dogs and police, the pair managed to escape into the darkness.

"Everything about this shooting indicates that it was a targeted attack, however, we're still no closer to understanding why someone wanted to shoot Paul," Homicide Squad Detective Inspector Andrew Stamper said.

"There is no motive for his killing that we have been able to establish."

Detectives have spent months picking through Mr Virgona's life and finances but have found no link to his brutal killing.

"So far there is nothing that stands out to us."

Police are open to the possibility Mr Virgona was killed in a case of mistaken identity but believe that scenario is unlikely.

"It appears to us that someone has waited for Paul then deliberately followed his vehicle on to Eastlink," Det. Stamper said.

"This is very different from criminals who will indiscriminately shoot into houses or vehicles. Someone has wanted to fire into his van."

Police want anyone with relevant CCTV or dashcam footage to come forward.
