Senior NSW Minister Andrew Constance has pleaded with the federal government to remain focussed on the bushfire recovery effort and not get sidetracked by inquiries and reviews.

As Prime Minister Scott Morrison prepares to take a proposal for a bushfire royal commission to cabinet, Mr Constance warned against losing focus on the monumental task of helping fire-ravaged communities across the country get back on their feet.

Survival mode is real and it's hard and the effects are far reaching. Survival mode is dangerous in many ways and, while it can’t be avoided sometimes, we should attempt to get out of it as quick as we can. It makes you feel as though you do have some small control over something happening to you.

He said while it was “critical” for NSW to undergo an operational review of the bushfire crisis, the findings of a royal commission could be rendered meaningless if people were allowed to “fall through the cracks” in the immediate future.

“The sentiment in the community is things have got to change, but at the moment everyone is in survival mode and crisis mode and all they want out of government, local state and federal, is recovery, recovery recovery,” he said. “We can’t have that ball dropped because of these other things.”

Environment Minister Matt Kean said while he would welcome “any form of review” into the bushfires, he added it must encompass the role climate change had played in the disaster.

“(It) must include the role of our changing climate in increasing the impacts of bushfires, droughts, and our ability to prepare for these extreme events,” Mr Kean said.

“It goes without saying that we support any review which may help prevent such catastrophic events in the future.”

NSW Premier Gladys Berejiklian has foreshadowed an “independent and robust” review into the fire season, but deferred questions over her support of a royal commission to the federal government.

A NSW Liberal minister speaking on the condition of anonymity said there were some concerns that Mr Morrison’s push for a national review could also be an effort to deflect criticism he has absorbed over the crisis.

“The only thing that worries me is that because he did so appallingly through this, is that he’s going to try and stitch us up,” they said.

They added that the push for the royal commission was “inevitable,” while another minister said they supported the idea.

Mr Constance, the member for Bega, which has been hit hard by fires in recent weeks, said if a federal review were to take place, it must result in real changes to how fires are managed.

“There is no point in doing any review or royal commission unless there is change and everyone I talk to says there must be change, he said.

“We are embracing each other at a local level at the moment ... that’s the key, we do not want the recovery effort retracted from in any shape or form.”

Almost 30 people have been killed by the fires, which have destroyed more than 2000 homes across Australia.

Mr Morrison on Sunday flagged that his government could take more action on climate change, but indicated this would not mean increasing Australia’s emission reduction targets.

The Prime Minister conceded his handling of parts of the bushfire crisis could have been handled “much better”.

Meanwhile, Mr Constance lauded Ms Berejiklian for her work during the bushfires as “amazing,” and described her as “the ultimate humanist”.
