Police have arrested three people in Melbourne over the fatal shooting of fruit and vegetable trader Paul Virgona following dawn raids across the city.

Officers executed warrants at commercial and residential properties including clubhouses of the Mongols outlaw motor cycle gang earlier this morning.

Mongols clubhouses in Ferntree Gully and Port Melbourne have been raided this morning as well as a South Melbourne tattoo parlour co-owned by former Richmond Football Club player Jake King, who was seen speaking to police.

At a press conference earlier this month, investigators were able to establish a link to the Mongols but were unable to establish a motive for the brutal killing.

Since then detectives have focussed on a Mercedes which followed the victim from his property and was then set alight at Mooroolbark in east Melbourne. Their investigation also concentrated on two men leaving a Volkswagen ute near Bayswater parkland.

Victoria Police Crime Command Assistant Commissioner Tess Walsh said today's arrests came after months of hard work.

"We understand that any time there is an incident involving illicit firearms, particularly one that results in someone being killed in this way, there is enormous concern in the community," she said.

"Today's activities should send a strong message, especially to those involved in this type of criminal activity, that it's absolutely not acceptable and Victoria Police is committed to tracking down and targeting those people willing to commit these offences."
