Sydney’s Lord Mayor race this year is expected to be a clash between bitter rivals Clover Moore and Kerryn Phelps, who fell out spectacularly in 2017 amid claims of a lack of transparency over the council's expenses policy.

Cr Moore declined to confirm whether she would contest the mayoral race, but most believe that she will seek to extend her tenure as mayor to two decades.

"Given the historic and ongoing climate negligence practised by major parties, it is incredibly important experienced, progressive, independent leadership continues at the City and I'll do everything in my power to ensure that happens," she said in a statement.

Cr Moore's opponents expect she will run again and are preparing to run an "It's time" campaign against the mayor, who will be 74 years old when council elections take place in September.

“I think she will because of her relationship with Kerryn,” a Liberal source said. “Kerryn has made it pretty obvious that she is running.”

Cr Phelps, the short-lived Independent member for Wentworth, was elected to the City of Sydney council on Cr Moore’s ticket in 2016, but sensationally quit the mayor’s team the following year.

Cr Moore, who has fallen out with several colleagues, attacked Cr Phelps for failing to support policies and turning up at community events.

Liberal councillor Christine Forster said the council lacked a degree of transparency and accountability because Cr Moore exercised “absolute and complete power”.

“It’s time for change,” she said. “I think the current administration is very closed, it lacks transparency, it lacks accountability, it is not open to new ideas.”

Liberal sources say Cr Forster, Tony Abbott’s sister, will be the party’s candidate for Lord Mayor - and not Louise Clegg, the wife of embattled Energy and Emissions Reduction Minister Angus Taylor.

Mr Taylor’s disastrous attack on Cr Moore overspending on travel sparked speculation his wife was planning to run for mayor and his attack was designed to undermine Cr Moore's position.

Ms Clegg scotched rumours circulating on social media and within the Liberal party that she would be a candidate for Sydney Lord Mayor.

Ms Clegg laughed off the suggestion that she would contest any Sydney-based mayoral race as she lives in Goulburn.

“This is a ridiculous rumour that appeared to incubate on Twitter,” she said.

Yet Ms Clegg’s supposed mayoral bid also appeared to gain traction within the NSW Liberals, with one party operative telling The Sun-Herald: “It’s not just social media. We’ve heard from some conservative corners that she was interested.”

“Her view might have changed on that because of what’s happened with Angus,” he said.

The Liberal operative said Ms Clegg, a barrister who remains connected with a city-based chambers, would be a strong candidate, but unlikely to win support from moderates within the Sydney branches of the party.

Cr Forster said she hoped “as a potential alternative” that voters in the City of Sydney were looking for change and “a fresh approach”.

She said the council had to focus on delivering services and infrastructure rather than the “high-falutin’ ideas that the Lord Mayor spouts about”.

But Cr Forster said she supported the mayor's focus on climate change, which was a significant issue for most residents.

“I think some of the rhetoric could be toned down, the alarmist rhetoric the Lord Mayor likes to use,” she said.

A Labor source suggested Cr Moore would run again because she did not believe any members of her team were worthy successors.

“My impression is she’s roundly unimpressed with a number of them,” the source said. “I think she’s in a bit of a pickle if she wanted to nominate somebody.”

A possible successor for Cr Moore is Alex Greenwich, the Independent member for Sydney, who took over the mayor’s seat in state parliament and remains close to her.

"I have absolutely no intention of running for Lord Mayor of Sydney," he said. "I strongly hope that Clover runs for re-election.

"There's never been a more important time for Clover to be Lord Mayor and hopefully she will run again."
