The government is consulting the public on three "precinct plan scenarios" that will shape the revamp of Blackwattle Bay. The area was first designated as a future apartment, employment and dining hub in 2013.

Infrastructure NSW says the rezoning of 5.4 hectares of land for up to 1700 dwellings and 7000 jobs will "deliver new open space and return inaccessible parts of Sydney Harbour to the public for the first time in decades".

But independent Sydney MP Alex Greenwich says the proposals are a "massive overdevelopment", while City of Sydney lord mayor Clover Moore is "concerned about the direction" of the plans.

"Anyone who has been to where the fish market currently is knows it's a small, tight block of land and all the proposals put forward include multiple skyscraper towers," Mr Greenwich said.

"The proposals look like they are privatising the harbour foreshore and selling it off to the developers, so that's a concern."

Under the potential schemes, the "state significant" development would comprise a largely residential area, an "innovation corridor" for technology and creative industries, or a "balanced" precinct of apartments and offices.

Each plan includes a public plaza and foreshore promenade, linking a 15 kilometre walking track from Rozelle to Woolloomooloo. A residential precinct would provide for up to 1700 apartments in towers up to 44 storeys.

The employment district would accommodate 7000 jobs, in "urban warehouse"-style buildings up to 10 storeys and 1045 homes in towers up to 45 storeys.

The "balanced" precinct proposes 1160 apartments and office blocks for 5000 workers topping 45 storeys.

Elizabeth Elenius, of the Pyrmont Action residents group, said considering these schemes was premature given the government was still preparing its "place strategy" to guide more intensive development in Pyrmont.

"That [strategy] should set the tone. It came as a great shock to us they were proposing 45-storey towers. The planners are basing their plan on the need to accommodate between 4000 and 7000 workers at a time when the demand for office space in the CBD has dried up," she said.

Cr Moore said: "This is already a densely populated community - any new development should be sensitive to the area and prioritise employment growth, rather than packing in additional residential towers without commensurate allocation of open space and public transport."

A Department of Planning, Industry and Environment spokeswoman said plans for Blackwattle Bay and the Sydney Metro West would be undertaken at the same time as the Pyrmont plan, to "ensure all of the plans and projects on the peninsula are unified into a cohesive strategy".
