(Supplied) Disturbing footage of a 13-year-old girl being attacked by teenagers at a Sunshine Coast playground is being investigated by police child-protection specialists.

In the mobile-phone video, taken at Nambour's Quota Park, the teenager filming the incident can be heard encouraging the assailant to hurt the smaller girl.

"You're not even doing anything, punch her in the face," the girl shooting the video said.

The other girl then repeatedly punches the slightly built 13-year-old in the head and kicks her as she screams and cries, while witnesses shout for the attack to stop.

The girl's father, who cannot be named for legal reasons, said it was not the first time his daughter had been bullied.

The girls were friends during primary school, but that changed in high school.

The father had previously reported the bullying to police, but said they had taken him aside and warned him the bullying could escalate if he reported it.

"But these girls think they are above the law," the father said.

Inspector Jason Overland said he had seen the "disturbing footage" and it would be investigated by specialists.

He said there were a number of issues involved in matters which concerned a minor, including the privacy of the people involved and the [Youth] Justice Act.

"It's just not as straight forward as people would like to think," Inspector Overland said.

"But with this particular one, I've had a look at it, it is disturbing.

"I've spoken to the father, he is going to attend Nambour Police Station, he will make a complaint and it is going to be investigated by our specialists at the Child Protection Unit."

Inspector Overland said the footage would make it easier for police to investigate the case, as it was a "silent witness".

The father said he had been alerted to the incident by his daughter's school, and he later became aware the footage was on social media.

The post allegedly included a comment from one of the teens who said "look, she doesn't even fight back".
