Counsel assisting ICAC, Scott Robertson, asked Mr Maguire the following:

"It is at least the case that on multiple occasions you received thousands of dollars in cash from Ms (Maggie) Wang (a former business associate) in your parliament house office?"

"Yes," Mr Maguire answered.

Mr Maguire also admitted he was "partly" running G8wayinternational Pty Ltd from his parliamentary office and concealed his role within the company.

When Mr Robertson said Mr Maguire wanted to "conceal any formal record" of his involvement in a company, G8wayinternational Pty Ltd, which was used to make him money, Mr Maguire agreed.

Asked if the G8wayinternational Pty Ltd was used to sell access to the "highest levels of government", Mr Maguire said "not initially" but "I think ultimately, yes".

Mr Maguire said he believed the visa scheme he was involved in outside his ministerial duties was legitimate.

Under the scheme, Chinese nationals had to pay their own wages while "employed" by a business, as well as paying a "training" fee and another fee to G8wayinternational.

"This was a cash-for-visas scheme, wasn't it?" counsel assisting Mr Robertson asked.

"It appears that way, yes," Mr Maguire responded.

The inquiry also heard the former Wagga Wagga MP wrote in an email to an associate the "success" fee for a visa was $20,000.

Mr Maguire faced questions over an invoice sent after a meeting with then-NSW Premier Barry O'Farrell and a Chinese delegation.

In November 2012, Mr Maguire arranged for a Chinese delegation to meet with Mr O'Farrell at the same time a $400 million trade centre was proposed to be built around Wagga Wagga.

The Chinese delegation was then sent an invoice by Mr Maguire's parliamentary staffer on a G8wayinternational letterhead.

The inquiry heard the Chinese delegation was also sent an invoice related to a fee for an introductory service, but Mr Maguire insisted that instead related to a lunch.

Mr Maguire remembers there being a "big kerfuffle" about the invoice.
