Disgraced former MP Daryl Maguire has admitted he facilitated a "drop-in" meeting between his property developer friend and NSW Premier Gladys Berejiklian in 2017.

The meeting took place in the Premier's office at a time when she was involved in a secret relationship with Mr Maguire.

The Independent Commission Against Corruption (ICAC) yesterday was played a tapped phone call between the former Wagga Wagga MP and Sydney developer Joseph Alha.

In it Mr Alha is heard asking Mr Maguire to facilitate a meeting with the Premier and Planning Minister Anthony Roberts to discuss his development proposal.

While Mr Maguire yesterday said the group meeting never eventuated, he today revealed he took Mr Alha to Parliament during a sitting week and facilitated a brief one-on-one talk with Ms Berejiklian.

Mr Maguire said it was "convenient" to facilitate the "drop-in" meeting during a Parliamentary sitting week.

"Joe wanted to meet the Premier, he said, 'can we go and see Gladys, can we go and see Gladys?'"

"Yes, we'd had a couple of drinks.

"We were on the 12th floor I think... and the Premier's floor is the eighth so I said, 'well, we'll go and see and we'll do a drop-in'.

"Joe was insistent on saying hello and so down we went and I asked can we pop in — it would have taken less than two minutes and then we left.

Counsel Assisting Scott Robertson asked Mr Maguire why he was assisting a developer to also facilitate meetings with the Planning Minister's staff for a proposed development in Campsie, in Sydney's west.

"What's it got to do with you?" he asked.

"You're the Member for Wagga, you're the Parliamentary for a series of portfolios, not including planning, why are you getting involved in assisting in what appears to be an attempt to have something in the nature of a short-cut?"

"I'd been friends with Joe for a long time and I did it out of friendship," Mr Maguire answered.

But he denied being promised a "fee" for his work.

"He never promised me anything, I had no agreements," he said.

Mr Maguire also told the inquiry he used parliamentary letterhead to write to ministers to lobby on planning issues on Mr Alha's behalf.

Mr Maguire: "I understand. Joseph, write the letter tomorrow, pour your heart out."

Mr Alha: "I can't, I need someone to help me write the letter."

Mr Maguire: "You are not stupid, you can get a letter written and get it done and then you CC the boss and you send it to Roberts."

Mr Alha: "How do I get the bosses email?"

Mr Maguire: "You just write to Roberts and cc Gladys and you send it to me and I'll give it to her right".

Mr Maguire has been under investigation by ICAC for using his position in Parliament to benefit himself and a business he was shadow directing, known as G8way International.

He also admitted he was a "door opener" for the Asia Pacific Commercial Development Association in Shenzhen, China.

Ms Berejiklian this week revealed a secret five-year relationship with Mr Maguire, which ended earlier this year.

She has vehemently denied any knowledge of his business dealings over the course of that time.
