Victoria has recorded two new coronavirus cases and two deaths in the past 24 hours, the state's health department says.

These are the first COVID-19 deaths reported in Victoria since October 19.

Melbourne's rolling 14-day average of new cases per day has fallen from 2.8 to 2.7, and there are three "mystery" cases from the past two weeks with no known source of infection.

In regional Victoria, the rolling average is now zero after no new cases were reported in the past 14 days.

The new cases come as Melburnians return to cafes, restaurants and shops today after Premier Daniel Andrews lifted a number of lockdown restrictions in the city.
