Victoria's COVID-19 Testing Commander Jeroen Weimar has slammed an 'operational error' that allowed a nurse who has tested positive to coronavirus to work in multiple hospitals.

The team member who worked at a COVID ward at the Epping Private Hospital also worked at the Northern Hospital.

Mr Weimar said he was "disappointed" and "concerned" the nurse had been allowed to do work across various sites.

"It's disappointing, I am very unhappy about that situation ... it should not have been allowed to happen," he said.

Nine close contacts of the infectious nurse at Epping Private have been identified and are being tested.

Tests are being done daily on other staff members.

The nurse worked at Northern Hospital on June 11-12, and 22 staff there are in 14 days isolation.

She also went to the Northern Vaccination Clinic, with 30 primary close contacts identified there who are isolating.

Mr Weimar said it highlights the issue of people working across multiple sites.

Anyone who watched Cruella in Cinema 7 on Saturday night between 7.30pm and 10pm has been told to get tested and isolate for the full two-week period.

The Kings Park Apartment Complex on Dodds and Wells Streets has been listed as a Tier One exposure site, meaning anyone who attended between June 2 and June 14 must quarantine for 14 days and get tested.

"We have now tested everybody who was within the key townhouses or apartments around the positive cases, and I'm pleased to confirm that all 21 residents in the immediate surrounding apartments have all tested negative," he said.

"They will continue to be tested every two days as we go forward until we complete their isolation period."

The Testing Commander said 90 per cent of other residents in the complex had returned a negative test result.

"We will continue to test people in the complex on day five and towards the end of this outbreak," Mr Weimar said.



Testing headaches

Wait times at some coronavirus test sites have blown out to hours, with the testing clinic at Albert Park closing just minutes after opening following a four-hour wait.

City of Melbourne Mayor Sally Capp this morning called for 24-hour testing clinics and vaccine centres.

"We should be considering things like 24-hour testing, 24-hour vaccination - we are a 24-hour city," she told Today.

Restrictions to ease

Victorians will be able to enjoy more freedoms tomorrow, with restrictions being scaled back.

Melbourne's 25-kilometre travel limit will be lifted, allowing for free movement between the city and regional Victoria.

In Melbourne, public gatherings will be allowed with up to 20 people and private household gatherings with up to two visitors per day plus dependents.

Venues including gyms, indoor entertainment venues and electronic gaming will be able to reopen.

Patron caps will also increase for restaurants and cafes, religious settings and entertainment venues.

Hospitality venues will be able to host up to 25 people before applying the density limit.

Competition for community sport can return for both juniors and adults. But no spectators will be allowed.

Masks will no longer be required outdoors, however they are still recommended where you cannot maintain at least a 1.5-metre distance from others.

A new rule has also been implemented for any Melburnian wanting to head to the snow this winter, with a negative COVID-19 test required within 72 hours of hitting the slopes.

In regional Victoria, restrictions have been lifted further, with five visitors permitted inside homes, plus dependents.

While public gatherings have been expanded to 50 people outdoors.

Crowds will also be welcomed back for the Western Bulldogs and Geelong Cats AFL game, with Cats fans from neighbouring areas able to attend the match in Geelong.
