Mr Wu, 37, was shot at the property on Kennedy Street, Guildford, about 11pm on February 1 last year after intervening in an argument, Detective Superintendent Scott Cook said.

"Detectives established Mr Wu was not the intended target; rather, he was shot when he intervened in an argument between his friend and others at the home," he said.

Two men have been charged with murder over the shooting death of a man at a house that was being used as a Buddhist temple in Sydney's west. Chinese national Qin Wu, 37, was allegedly the unintended victim in a fight that broke out in the makeshift temple with a shady past in Guildford.

The Waddell Buddhist temple shooting occurred on August 9, 1991, when nine people were robbed and killed at the Wat Promkunaram Buddhist temple in Waddell, Arizona. Their bodies were found on August 10, 1991. The shooting is considered the worst massacre in Arizona's history.

“Given the circumstances, it is likely the shootings are motivated by a contract – an offer of money to murder – and we are continuing to investigate who may have issued the contract."

During June last year, detectives charged four men over the alleged murder of Mr Wu. The men remain before the courts.

After further inquiries, police arrested a 21-year-old man at a home in Guildford just after 7.30am on Thursday.

They also arrested a 49-year-old man at a home in Sans Souci, in Sydney's south, where they also conducted forensic examinations.

The 21-year-old was taken to Granville police station, where he was charged with murder and two counts of shooting with intent to murder.

The 49-year-old was taken to Kogarah police station where he was charged with being an accessory after the fact to murder. Refused bail, he is due to appear in Sutherland Local Court on Friday.

Superintendent Cook said investigations were continuing, and more arrests were expected.

“The people of NSW will not tolerate acts of violence, particularly where there is a total disregard for the safety of law-abiding members of the community," he said.

“This incident demonstrates how quickly a situation can escalate out of control and why even one firearm in the hands of the wrong person is dangerous."
