Ten days later, Ms Fraser's former partner Adrian Basham was arrested in the state's east and charged with her murder. He appeared in Bairnsdale Magistrates Court on August 2 and has been remanded in custody and is to face a Latrobe Valley magistrate on January 10.

The memorial booklet given to those who attended Friday's service showed a glowing 'Sam' beaming into the camera, her smile wide and blonde hair tied back.

They had gathered to remember a woman who was ingrained in the local school community. The gifted piano player and trained psychologist was known to her patients as an incredible listener who went out of her way to help, talking to them on them phone for hours.

She was elegant, stylish and completely dedicated to her two daughters and son, all aged under 10.

The Cowes main street, normally a busy tourist hub, was unusually quiet for a sunny Friday as shop owners locked up for the afternoon and made their way to pay tribute to Ms Fraser.

At the same time, almost 500 kilometres away, the regional town where Ms Fraser grew up was showing its solidarity too.

Swan Hill, in the state’s north-west, may be the polar opposite to the coastal hamlet of Cowes but the two places are connected by the abundance of white ribbons of trees, letterboxes, shopfronts and businesses.

Several weeks after Ms Fraser's death, Cowes is a community still reeling but also galvanised. And their calls for change are being heard.

On Wednesday, White Ribbon Australia chief executive Tracy McLeod sent a message to the Phillip Island community to throw the organisation's weight behind their efforts to raise awareness and drive action.

A man has been charged with murdering Victorian mother -of-three Samantha Fraser , found dead at her Phillip Island home. Ms Fraser , 38, was found dead inside her Seagrove Way garage at Cowes on July 23, after failing to collect her children from school, police said.

“I am totally devastated to have heard the news,” she told them. “We want you to know we are here to listen and support you. The white ribbon is a symbol of hope and unity in a sign of grief.

“Known as a beautiful mother, friend, sister and daughter, the strong and caring Phillip Island community is now in mourning.

"The community is also angry. There is a call for a change to laws surrounding domestic violence, the addition of CCTV cameras on the island and a women’s refuge. This won't bring Sam Fraser back to her family but it may well prevent another such tragedy.

“The Phillip Island community is strong and resilient. It will fight back from this tragic incident, advocate loudly for change for the Fraser family and rally behind them strongly," he said.

A fundraiser for her three children, set up days after Ms Fraser died, has raised almost $88,000.

Friends are also collecting written memories from each other to make into a book to give to her children when they are older.
