Moses, 24, has finally re-signed with the Eels on a three-year deal. He has been brilliant in patches since arriving from Wests Tigers but is yet to deliver on his superstar potential.

His salary is not believed to have increased from his last contract and is actually low for an NRL club's No.1 playmaker. In a sign of his stagnant progress, Eels great Brett Kenny made exactly the same criticism as Sterling when Moses first arrived at the club midway through 2017.

Sterling told Wide World of Sports that Moses still had the potential to be a blue-chip halfback.

"Only time will tell. Potentially he is," Sterling said on the Sunday Footy Wrap.

"That's an investment made by the club in Mitchell Moses for the next three seasons. But now he's got to live up to that price-packet and earn it every week and not just now and then.

"When he's great he's fantastic but when he's not so good, then the team struggles and we don't see a lot of him. There are aspects of his game that he really needs to work on.

"He's a key player for them and I've said before he's the personality of the team in many ways, but he's not consistent enough yet to demand that. But his best football is clearly still in front of him."

Sterling said that he'd been told by Eels coach Brad Arthur that Moses had fixed some rough edges in his personality.

"I had a chat with Brad Arthur before the season started, and he said that he sat down with Mitch Moses and realised he had to change some things," Sterling said.

"He was quite a cocky individual, had a bit of attitude about him, maybe blamed others for his shortcomings, but he addressed that. He stripped it all back.

"He didn't go on a trip away [during the off-season], he actually stayed and trained an extra couple of weeks. He did the right things.

"I thought his form early in the season was outstanding, but like the side has, it's levelled off."

The Eels were hammered 42-22 by the Sharks on Saturday, in the first game since Moses' re-signing. They now sit eighth in the NRL with a 6-7 record and face the Broncos at home this Saturday.
