International rugby league is set to be "rebooted" with the re-introduction of the World Nines concept.

The format returns for the first time in 22 years since the Super League war, with the tournament set to be played across October 18-19 at the newly built Bankwest Stadium.

"The World Cup Nines will feature the most exciting players to watch in the game, representing their nations and their cultures," NRL CEO Todd Greenberg said on Monday.

"It will be a festival of rugby league and the fast-paced, frenetic nature of Nines will be fantastic to watch.

It is set to return with a host of new rules designed to promote attacking rugby league, with the main inclusion being the 20/40 kick.

Along with the traditionally 40/20 kicks, teams will be awarded an attacking scrum if they manage to find touch from inside their 20 metres beyond the opposition's 40m line.

The ruling was first raised during last November's NRL competition committee meeting, with Greenberg suggesting that it could be added to the competition depending on its success in the Nines format.

"If the 20-40 rule is something that really takes hold; players enjoy it, fans enjoy it and it's easy to officiate then I think we'd look at it for sure," Greenberg suggests.

Further rule adaptations set for inclusion are the introduction of a "five-point" try, where teams will be awarded an extra point for scoring in a specific zone under the posts, along with 25-second shot clocks for conversions and golden tries to decide drawn games.

These changes were announced along with the pool draws for the competition, which will see Australia and New Zealand headline Pool A alongside Papua New Guinea and the USA.

England will headline Pool B, with World Cup finalists Tonga joined in Pool C by Samoa, Fiji and Cook Islanders.

The two highest-placed sides in Pool A will be joined in the semi-finals by the winners of Pool B and C to determine the tournament winners.
