Manly outcast Jackson Hastings is set to be delivered one final insult before being moved on by the club, with Sea Eagles coach Trent Barrett refusing to recall the 22-year-old despite facing a crisis at hooker.

Languishing in 13th position and desperate for a win against the Dragons on Saturday, Barrett's attempt to promote 19-year-old Manase Fainu to Manly's top squad for the game was blocked by the NRL, with the governing body refusing to hand out an exemption.

The NRL's hard-line position on the Sea Eagles' attempt to hand Fainu a debut has led to speculation that Hastings would be recalled for the first time since Barrett exiled him to reserve grade, taking a stand that rocked the club back in April.

However Wide World of Sports understands that Barrett has not extended an olive branch to Hastings, with Manly almost certain to deny him one final shot at NRL redemption.

Hastings was told he would not figure in Manly's first grade side after an altercation in Gladstone between the divisive utility and skipper Daly Cherry-Evans following the club's Round 5 loss to the Titans.

The Sea Eagles tried to promote Fainu to their NRL squad came after first-choice hooker Apisai Koroisau was ruled out for up to 10 weeks with a broken foot.

However, the NRL pointed to Hastings, Lewis Brown and Matt Wright as alternatives to start at dummy half, quashing the club's claims of extenuating circumstances.

“The player (Fainu) is currently a development player,” an NRL spokesman told The Sydney Morning Herald.

“In order for him to play in the Telstra Premiership, the club would need to request an exemption based on the circumstances, or alternatively upgrade the player’s contract.”

Wide World of Sports reported last month that Hastings was poised to head to England to continue his career over concerns his name had been poisoned to rival NRL clubs.

His family has also reportedly considered legal action in a bid to restore his reputation.

Barrett has refused to reconsider his position after detailing his reasons for exiling Hastings back in April.

"It's unfortunate that it's got to this, but I will say the club has certainly done everything possible over the past 12 months to try and avoid it," Barrett said.

"But we made a decision to put Jackson back to Blacktown. We'll continue to look after his welfare but we've also got a squad to look after.

"This certainly isn't a one-off incident. We have documented a lot of things over the past 12 months. The last formal one was the second of February when we had Jackson in here with the RLPA and his manager, and our welfare officer, to try and work out a plan - to work through some issues to avoid a situation that we've just gone through.

"Unfortunately it was an issue that I saw coming and we tried to address it a long time ago and now it's implicated another player. So it's something we certainly would have rather avoided but we have to make some decisions in the best interest of the team and I've done that, and we just need to try and move forward while still providing Jackson with support."
