He also agreed to plead guilty to two state prostitution charges and served 13 months in the Palm Beach jail -- a cell he was allowed to leave for 12 hours a day, six days a week.

U.S. District Judge Kenneth Marra has ruled that Acosta violated the rights of the young women by not telling him about the accord before it was inked. He is now weighing whether that deal will be thrown out.

In his request to the judge, New York prosecutors claim Epstein's enormous wealth, illustrated by the homes he owns in Palm Beach, New York, New Mexico, the U.S. Virgin Islands and Paris, would make it impossible to prevent Epstein from fleeing to a foreign country.

In his letter, Weingarten emphasised that Epstein complied with the terms of the non-prosecution agreement and has registered as a sex offender in the various places in which he owns homes. He never left the country without telling authorities where he was going, he said.

A New York native who grew up on Coney Island as the son of a municipal parks worker, Epstein is a self-made man who amassed great wealth with only a high-school education, Weingarten wrote.

"During the years since his release from incarceration in connection with his Florida guilty plea, Mr Epstein has been a law-abiding citizen without a single allegation of criminal conduct ... and has focused his efforts on business and philanthropy," he said. "His conduct over the past 14 years proves that he poses no risk of flight or threat to the safety of the community."
