Samuel Ingall was taking shelter in a public restroom in January 2018 when he was approached by Officers Reginald Ramones and his partner, John Rabago, who are also both listed as defendants in the case. They were allegedly responding to a nuisance call when the disturbing incident occurred.

According to the recently filed civil suit, Ramones and Rabago told the 39-year-old that the “only way he could avoid arrest was by licking the urinal in the bathroom.”

At that point, Ingall, “against his will, knelt before the urinal and licked the urinal.” From there, Ragabo followed him out of the restroom and joked with fellow officers about what he had done.

In the moments before the humiliating act, Ragabo also reportedly told his partner to shut the bathroom door to prevent the harassment from being recorded by a nearby security camera.

The lawsuit comes a month after Ragabo, who remains on restricted duty, pleaded guilty to depriving Ingall of his Civil Rights. The officer was not allowed to plead no contest and entered the guilty plea to accept responsibility, according to his attorney, Megan Kau.

Ramones, who left the department in August, previously pleaded guilty to a lesser charge – admitting that he was aware Ragabo committed a civil rights violation but did not inform authorities. He said in court that Ragabo persuaded him not tell officers what happened and to delete a text exchange about the incident.

Ingall’s attorney, Myles Breiner, has additionally alleged that it is not the first time the officers have pulled such a stunt. He said they forced another homeless person to lick the urinal in a bathroom at Cartwright Field.

“These officers thought it was another form of amusement because one of these officers had a history of doing this,” he told Hawaii News Now.

“Something like this shouldn’t happen frequently, but it does.”

Breiner said Ingall, who has long struggled with a drug problem, is in a residential substance abuse program and intends to go into a clean and sober house.
