Rick Chiarelli’s announcement Friday that he was about to have heart surgery could lead to city council finally granting the embattled councillor a leave of absence.

City solicitor David White confirmed that nothing prevented Chiarelli from re-applying for a leave of absence if there was new information before council.

Council’s refusal to grant Chiarelli a leave of absence on Oct. 23 could be viewed in a new light now that colleagues know the councillor has a serious health concern. The vote to deny Chiarelli his requested leave was unanimous.

Chiarelli never mentioned publicly that he would be having heart surgery until he sent a statement from his city email account Friday just before 8 a.m., saying he had been admitted to the University of Ottawa Heart Institute in preparation for an expected quadruple heart bypass. He said he learned just after leaving a council meeting on Wednesday that he would be admitted to the heart institute.

According to Chiarelli, doctors had him on standby for surgery because the procedure was “urgent and vital.”

“Open heart surgery is necessary to save his life,” Chiarelli’s statement said.

In refusing Chiarelli’s leave request in October, council based its decision on a letter from his doctor that said the councillor collapsed on Oct. 12 and was transported to hospital by paramedics. The letter, whose publication was authorized by Chiarelli, said a cardiac evaluation was ongoing and that Chiarelli’s “stress levels continue to be high.” The doctor suggested that Chiarelli be on leave until Dec. 1.

Chiarelli’s statement said he had not felt well since last spring, leading to doctors identifying “several serious medical conditions.” There was a subsequent emergency room visit in August, when “serious cardiac issues” were revealed.

“I wouldn’t hesitate to grant that, if he comes back with another request,” Brockington said. “I do wish him well.”

Without a council-endorsed leave of absence, Chiarelli would have to appear at a council meeting in March to keep his job or have council approve a leave before the end of that month.

The city solicitor said there was no mechanism for staff to assign Chiarelli’s constituency work to another councillor while he was away. That authority lies only with council, and c ouncil’s next scheduled meeting isn’t until Jan. 29.

Chiarelli has denied the allegations and vows to challenge the integrity commissioner’s jurisdiction on the matter.

Veronique Prévost, who started an online petition demanding Chiarelli’s resignation, said she learned along with her supporters about the councillor’s heart surgery during a demonstration Friday.

“Nobody wishes ill health to anybody,” Prévost said, but she added that the city couldn’t forget that Chiarelli’s allegedly lewd behaviour was subject to an integrity investigation.

“We don’t want this to distract from the allegation and with what city hall can do with our demands in our petition,” Prévost said.

More than 1,800 people had put their names on the petition as of Friday morning.

The petition also calls on the city to provide a harassment-free workplace, review sexual violence policies and strengthen reporting measures for harassment.

Mayor Jim Watson recently called on Chiarelli to resign.

Watson released a short statement Friday after learning about Chiarelli’s surgery: “I’d like to wish Councillor Chiarelli a successful operation and a speedy recovery, as he undergoes surgery at the Heart Institute.”

What is coronary bypass surgery

This surgery redirects blood around blocked or partially blocked arteries to improve blood flow to the heart. It involves taking a healthy blood vessel from a patient’s leg, arm or chest and connecting it beyond the blockage. The surgery does not cure the heart disease that caused the blockages, but it can reduce symptoms such as chest pain and shortness of breath. In some cases, it can improve heart function and reduce the risk of death from heart disease.
