Ratt’s arrest leaves Charlie Napthalie Charles, 25, as the only suspect in Billette’s death who is still at large. He faces charges of first-degree murder, kidnapping and forcible confinement.

Charles is described as 5′ 9″ tall, weighing about 119 pounds with black hair and black eyes. He’s missing the index and little fingers on his left hand, which police say may still be bandaged. Members of Billette’s family have been grieving ever since her remains were identified. Sister-in-law Jasmine Slinn started a GoFundMe campaign to help with future expenses for Billette’s husband Jarvis Slinn, and the couple’s four children, ages 11, five, three and 18 months.

“I think counselling is a major thing, because all of them are very traumatized (by) the event,” Jasmine said Friday in an interview with The StarPhoenix.
