"Their actions, omissions or participation allowed the disappearance and execution of the students, as well as the murder of six other people," said the under-secretary inside Alejandro Encinas, during the public presentation of the report.

"There were clear responsibilities of members" of the armed forces, he added, without specifying if they were still active.

M. Encinas, who chairs the "Ayotzinapa Truth Commission" set up by President Andrés Manuel Lopez Obrador to try to shed light on this case, said it was necessary to continue investigating the involvement soldiers in what he called "state crime".
