Boise Man Faces Charges Following Allegations of Child Abuse

IDAHO FALLS — A 25-year-old man from Boise is now facing felony charges after two girls reported they were sexually assaulted by him.

Blake Dale Foster is charged with felony lewd conduct with a child and felony child sexual abuse. Should he be found guilty, Foster could be looking at a punishment of up to life in prison.

Court papers reveal that in September 2022, the Idaho Falls Police Department assigned a detective to look into complaints from the parents of the two alleged victims about Foster’s behavior.

It’s stated in the documents that Foster had lived with the family for a year when these incidents reportedly took place.

In November, at the Domestic Violence and Sexual Assault Center, both girls were interviewed. The first victim, who was just 10 at the time, disclosed she had experienced “bad things” three years earlier at Foster’s hands.

According to her, while watching movies on the couch, she had dozed off. Upon waking up, she noticed that Foster had taken her hand and was moving it towards his genital area. She expressed that while she couldn’t remember if he successfully moved her hand, she felt profoundly uneasy about the situation.

During an argument within the family, the second victim, aged 13 at the time, admitted that she too had faced abuse from Foster. It was a moment that helped the first victim realize that her own experiences were real, not just nightmares.

The second girl recounted being molested by Foster. She reported regularly waking up at night to find him either touching her inappropriately or trying to get her to touch him.

After these events, Foster moved out of the home and relocated to Boise.

During the investigation, the second victim informed the detective that she had sent Foster a text about the assaults, but he didn’t reply and ended up blocking her.

Attempts were made to reach Foster in May 2023, but every call went to voicemail, and he ignored a text from the detective.

In November, while in Boise, the detective managed to contact Foster, who insisted that the allegations were merely retaliation from the victims due to a breakup he had with a woman close to their family. However, the detective found this explanation hard to believe because the relationship had ended four years prior, well before the allegations made against him.

When confronted about the accusations, Foster maintained his innocence, claiming he never harmed either girl.

After speaking with Foster, the detective also questioned his ex-girlfriend about his assertion of retaliation. She detailed that their relationship ended because of accusations of physical and sexual abuse by Foster.

The ex-girlfriend confirmed that the second victim had shared with her that Foster had inappropriately touched her and that she had encouraged the girl to tell her parents about it.

It was also noted by the ex-girlfriend that Foster asked the second victim to send him a photo of her in a swimsuit through Snapchat; however, no picture was eventually sent.

Next, the detective interviewed the girls’ parents. The father described an incident with his oldest daughter, where Foster seemed overly attentive when he claimed she was coughing and that he needed to check on her, which struck the father as odd.

As the father recounted the incident, the oldest daughter reacted visibly, remembering it as the night she was assaulted by Foster.

In January, the detective circled back to Foster about that specific incident; Foster denied having any recollection of it happening.

Foster’s preliminary hearing is set for August 13 at 1 p.m. in front of Magistrate Judge John Dewey.

Though he has been charged, it’s essential to keep in mind that everyone is presumed innocent until proven guilty.
