This judgment was announced by the judicial panel of the FIFA Independent Ethics Committee. The board found him guilty of conflict of interest and abuse of his position and thus violation of the FIFA Code of Ethics, it said.
Kattner was actually responsible for finances at FIFA during the tenure of former President Joseph Blatter and was fired in May 2016 as Executive Secretary with immediate effect. He had held the post as an interim solution after the suspension of the French Jérôme Valcke and was previously deputy general secretary.
According to the current judgment, the investigation concerned various charges regarding bonus payments in connection with FIFA competitions to senior officials of the FIFA leadership, including Kattner himself. In addition, several changes and extensions to employment contracts, reimbursement of private attorney fees and Kattner's duties in his function were also considered as an official.
