Coroner Graeme Hughes summarised evidence from a written statement provided by PC Heather Nichol, of Warwickshire Police, who witnessed the incident while off duty on June 20.

PC Nichol told the court she was waiting for a bus in Port Road to take her and a colleague into Cardiff to see the musician Pink perform at the Principality Stadium when the incident occurred.

PC Nichol said she saw a motorbike approach from the roundabout towards the junction with Blackton Lane at about 2.45pm and attempt to overtake “approximately six cars” at speed.

“As a police response driver I noted that the overtake was dangerous due not only to the speed at which he was travelling but also the fact that there were no landing spots between vehicles should something have gone wrong and Mr Silver needed to pull in,” she said.

PC Taylor said they both approached the scene of the crash further up the road and found Mr Silver lying on a grass verge where he was “shallow breathing”.

Dr Gareth Scholey, of the University Hospital of Wales , said Mr Silver was admitted to the intensive care unit at the hospital on June 20 with a “number of significant injuries”.

Over the course of the following days he said Mr Silver became more “clinically unstable” and a decision was taken to move to palliative care on June 26. Mr Silver, of Hill Street, Barry, died at 7.15pm on June 26.

Dr Scholey said his cause of death was established as multiple cerebral infarcts and traumatic aortic transection.

Mr Silver’s GP, Dr Keigwin of Court Road Surgery in Barry, said Mr Silver had a history of chronic back pain and had reported smoking cannabis on a daily basis.

Sergeant Huw O’Connell of the South Wales Police serious collision investigation unit said officers had searched records for Mr Silver’s driving licence.

Sergeant O’Connell said Mr Silver had applied for a provisional licence in 1986, which had since expired, and officers could find no evidence that he had held a full licence. “He would have been driving otherwise in accordance than with licensing,” Sergeant O’Connell said.

He added that the motorbike appeared to have been joint-owned by Mr Silver and a friend and was “something he was doing up”. He told the court there was no evidence Mr Silver had driven the motorbike before the day of the incident.

Summarising coroner Graeme Hughes said: “I find that the speed of Mr Silver’s motorcycle was a likely factor in the collision which led to his death.

“It is likely from the evidence I have heard that he was travelling at at least 64mph – 14mph above the speed limit for the road in question immediately prior to the collision.

“That is likely to have affected his reaction time when the Ford Focus driver indicated his manoeuvre into Blackton Lane.

“Anthony Silver’s inexperience as a motorcyclist was also a likely factor in the cause of the collision. He was riding the motorcycle unlicensed at the time of the collision.”

He added: “It is impossible to ignore the potential significance of finding cannabinoids in Tony’s ante-mortem blood sample taken two hours after the collision.

“As we heard from the evidence of Philippa Wood, the toxicologist, some of the potential affects of cannabis use is to impair driving ability such as slowing reaction times, reducing coordination, and drowsiness.”

Mr Hughes accepted the cause of death given as multiple cerebral infarcts and traumatic aortic transection.

He recorded a conclusion of death by road traffic collision contributed to by cannabis use.
