The government will reintroduce an insecticide on beets in order to control the aphids which are vectors of jaundice. This product was banned from use in September 2018 because it kills bees.

The government wants to authorize farmers to use from 2021, under strict conditions, beet seeds coated with an insecticide banned since 2018 in order to perpetuate the French sugar industry, despite the opposition of environmental defenders and beekeepers.

The Ministry of Agriculture announced on Thursday its intention to obtain a legislative amendment this fall to waive the ban on certain neonicotinoids, until 2023 at the latest.

Zimbabwe: Government signs agreement to compensate white farmers

(illustrative image) The Zimbabwean government reached an agreement to compensate white farmers expropriated from their land in the 1980s. $ 3.5 billion in funds will be raised. The agreement was signed Wednesday, July 29, by the ministers of finance and agriculture, as well as the main union representing these farmers. By the early 2000s, some 4,000 of the 4,500 large white landowners at the time had been evicted from their farms.

Those waivers are modest: One allows school meals to be served outside of crowded settings; another allows meals to be distributed without some education activity. Other waivers have allowed states to issue emergency allotments that increase SNAP benefits to the monthly maximum for all beneficiaries.

These insecticides, which attack the nervous system insects and therefore pollinators such as bees, were banned from any phytosanitary use in September 2018.

The French beet growers had been alerting for several weeks about the situation of the sugar industry, which according to them was poor in the face of green aphids , almost invariably vectors of the jaundice virus which causes collapsing yields.

“600,000 to 800,000 tonnes of sugar” less because of yellows

Harvest is expected this fall. But the specialized union CGB, affiliated to the FNSEA, has already estimated that France would produce 600,000 to 800,000 tonnes of sugar less this year for lack of a solution to the jaundice.

Supported by local and national elected officials, the union asked to be able to use neonicotinoids again to protect plants from aphids and guarantee yields.

The government recognizes the impasse farmers are in. We must now move very quickly to have a law, reacted to the AFP the president of the CGB Franck Sander.

It is not a question of questioning the essential ecological transition. It is about allowing us to be the actors of this transition and not the victims, assures Olivier de Bohan, president of the Cristal Union sugar company (Daddy brand).

The anger of environmental associations and beekeepers

Opposite, the president of Future generations François Veillerette expresses his anger. France had been exemplary and there we are retreating, he lamented to the AFP.

We cannot accept a step backwards, also argues the National Union of Beekeepers (Unaf), in a letter published just before the ministerial announcement. Authorizing neonicotinoids would be "catastrophic for the beekeeping industry and for all pollinating insects which are already highly fragile in France", according to Unaf.

This is a first failure for the Minister of Ecological Transition Barbara Pompili and "terrible news for the environment" , estimates the NGO Greenpeace on Twitter.

The announced solution was coordinated with the Ministry of Ecological Transition, the latter told AFP.

For the Ministry of Agriculture, there was an urgent need to act.

In detail, he wants to explicitly allow, for the 2021 campaign and if necessary the two following campaigns at most, to derogate from the ban. This will be under strictly supervised conditions and as do other European countries facing the same difficulties, according to a statement.

It is only intended to allow coating of seeds with neonicotinoids. Spraying these products into the air will continue to be prohibited. In addition, farmers will not be able to subsequently plant crops that may attract pollinators on the same plot so as not to expose them to possible residues.

This jaundice crisis weakens the entire sugar sector and creates the risk of a massive abandonment of beet in 2021 by farmers in favor of other crops. However, France is the leading producer of European sugar. The sector concerns 46,000 jobs including 25,000 farmers and 21 sugar factories, argues the ministry.

The government also plans to mobilize from 2021 as part of the recovery plan an additional five million euros to finance the search for truly effective alternative solutions to neonicotinoids, but also to compensate growers who have suffered significant losses in 2020 related to to this crisis of beet yellows.

A pollinator protection plan must be defined by the end of 2020, while farmers will have to work to protect themselves more from aphid infestations.
