Registration fees for childminders and nurseries are to increase by more than 22 per cent from next year, sparking fears that it will cause a fall in the already dwindling number of childcare providers.

The Department for Education quietly announced plans for the annual Ofsted fees hike shortly before the Commons rose for the summer recess, in what will be seen as an attempt to bury bad news.

Ofsted registration fees for childminders will increase by 23%, from £35 to £43, while for nurseries and other full-time daycare providers the charge will go up 22% from £220 to £269.

The childcare sector is already under pressure due to rising demand, with the number of registered childminders in England falling from 57,400 in 2012 to 39,000 last year due to higher standards imposed by the government.

Nursery closures

In addition, dozens of nurseries have closed across the country because of a shortfall between income from paying parents and government subsidy for providing 30 free hours a week to three and four-year-olds.

The figures are revealed in a consultation document published by the DfE and are likely to be introduced in April next year.

Digital childcare platform Yoopies said the changes would be of concern to parents as well as childminders because of pressures in the industry, with the government's own statistics saying half of local authorities in England have reported there is insufficient child care for all full-time working parents.

Francesca Chong, manager of Yoopies UK, said: “Instead of putting up prices, I would call for Ofsted to consider scrapping the registration fee altogether and subsidise the cost of registration fully. It is clear that new measures must be put in place to avoid a crisis. HMRC is already successfully taking steps to become one of the most digitalised tax services in the world, why not extend this to other departments in government such as DfE?”

In the consultation document, the DfE defends the planned rise in fees by saying the annual fee paid by childcare providers “has not changed since 2010 and the cost of inspection and regulation continues to be heavily subsidised by government”.

The rises are to account for increases in inflation, it said.
