It is unclear whether such a summit would bring together all the leaders of the twenty-seven or only the European Executive. The peaks between the EU and Russia have been suspended after the Russian annexation of Crimea in 2014.

It is expected that the EU heads of state and government discuss at the end of the week, during a Summit in Brussels, a new strategy for their more and more complicated relationships with Russia.

A person involved in the summit preparations told Reuters that "Germany and France gave some ideas for the debate on Russia at the EU summit".
