It is Afghanistan, Angola, Armenia, Congo, the Democratic Republic of Congo, Djibouti, Equatorial Guinea, Eritrea, Kyrgyzstan, Liberia, Libya, Nepal, São Tomé and Príncipe, Sierra Leone and Sudan.

Concretely, these airlines do not quite carefully follow the safety rules to be recommended for European travelers, stresses the Commission. Worst, "serious failure to safety" were recorded for several operators, namely Avior Airlines (Venezuela), Blue Wing Airlines (Suriname), Iran Aseman Airlines (Iran), Iraqi Airways (Iraq), Med-View Airlines ( Nigeria), Skol Airline LLC (Russia) and Air Zimbabwe (Zimbabwe).

Note, however, that Moldovan airlines have been removed from this black list.
