But a paper certificate can get lost and does not present some of the conveniences of having a digital version (ideally with a corresponding scannable QR code) that is securely stored in our devices for easy access when needed for travel or entry into a theater, restaurant, or event space.

1. "We Must Increase Vaccinations"
"We must increase vaccinations among the unvaccinated with new vaccination requirements," said Biden. " Of the nearly 80 million eligible Americans who have not gotten vaccinated, many said they were waiting for approval from the Food and Drug Administration — the FDA. Well, last month, the FDA granted that approval. So the time for waiting is over."

Companies with more than 100 employees will be required to ensure their employees are vaccinated or tested for COVID once a week. "Some of the biggest companies are already requiring this: United Airlines, Disney, Tyson Foods, and even Fox News," said Biden.
"The bottom line: We're going to protect vaccinated workers from unvaccinated co-workers," he added. "We're going to reduce the spread of COVID-19 by increasing the share of the workforce that is vaccinated in businesses all across America."

All executive branch federal government employees and federal contractors must be vaccinated, with no option to be tested or opt out. "If you want to work with the federal government and do business with us, get vaccinated," said Biden. "If you want to do business with the federal government, vaccinate your workforce."

4. Head Start Educators
All 300,000 educators in federal Head Start programs must be fully vaccinated.
Biden also called on all governors to require all teachers and school staff to get the vaccine. "Some already have done so, but we need more to step up," he said. "Vaccination requirements in schools are nothing new. They work. They're overwhelmingly supported by educators and their unions."

Biden defended vaccine requirements
"So while I didn't race to do it right away, that's why I've had to move toward requirements that everyone get vaccinated, or I had the — where I had the authority to do that. That wasn't my first instinct.
My administration now requires federal workers to be vaccinated and we've also required federal contractors to be vaccinated. If you have a contract with the federal government you have to be vaccinated. We're requiring the active-duty military to be vaccinated. We're making sure health care workers are vaccinated, because if you seek care at a health care facility, you should have a certainty that the people providing that care are protected from Covid and cannot spread it to you.
The Labor Department is going to shortly issue an emergency rule, which I asked for several weeks ago and they're going through the process, to require all employers with more than 100 people, whether they work for the federal government or not, this is within the purview of the Labor Department to ensure their workers are fully vaccinated or face testing at least once a week.
In total, this Labor Department vaccination requirement will cover 100 million Americans, about two-thirds of all the people who work in America."
