On Thursday, the federal health agency said fully vaccinated Americans do not have to wear masks outdoors in most indoor settings, aside from crowded places such as buses and planes.

The White House followed suit, lifting its mandate that requires masks to be worn on its grounds with President Joe Biden praising the new guidance as a 'great milestone' and a 'great day for America' in a press conference.

What's more, some businesses say they are reviewing their mask requirements and may lift them for customers, but others are refusing to change their policies.

Most state officials who responded, committed to lifting the mask mandates were Democratic governors whereas most Republican governors had already lifted requirements.

But not every state is committing to removing their mask mandate, and were more cautious.

New York Governor Andrew Cuomo said the state was not lifting its mask mandate yet saying officials 'relied on the facts and the science' to make health-based decisions.

But Illinois Governor JB Pritzker, who is lifting the mandate, released a similar statement saying he 'firmly believes in following the science.'

Such contradictory statements have confused Americans. Does the science say that the CDC was too rushed in lifting mandates, as implied by Cuomo, or does the science agree with their requirements, as implied by Pritzker.

What's more, depending on which states lift or keep their face covering orders in place, it could lead to uncertainty when it comes to Americans' vacation plans.

They may live in a state where mandates are lifted but are visiting a state where they have to keep their masks on or vice versa. With no universal messaging, it can be confusing to know which states still require noses and mouths to be covered at all times.

New York Governor Andrew Cuomo (D) said late on Thursday he will not be following the CDC's guidelines and he will keep the state's mask mandate in place for now.

The administration of Governor Phil Murphy (D) said the state will keep its mask rules in place at least for now and is examining the new CDC recommendations.

But, in a recent press conference, he said he wanted to 'clarify ' some comments and said order might be lifted even later.

'For indoor activities, we will still have, likely have, some mask guidelines and mandates,' Newsom said, 'But we hope sooner than later, that those will be lifted as well.'

Hawaii

Governor David Ige (D) said that Hawaii will require all people to wear masks when within six feet of others who are no household members.

Ige said that the state's mask mandate had helped keep infection rates low and said he wanted to see vaccination rates increase first. Currently 40 percent of adults are fully vaccinated in Hawaii.

He also pointed that out that most children are not yet vaccinated although eligibility recently increased to those as young as age 12

'At this point in time with the majority of our community not vaccinated, and we are not able to determine whether someone is vaccinated or not, we will continue to maintain the mask mandate here in the state of Hawaii,' Ige said at a press conference.

'The challenge is it's impossible to determine who's vaccinated and who's not vaccinated'

Ige said he recognized that keep the mask mandate in place could cause confusion for tourists but asked airlines and hotels to remind visitors to keep face coverings on.

North Carolina

Governor Roy Cooper's (R) office said that the state would not be adopting the CDC's new guidelines just yet.

In a statement, press secretary Dory MacMillan said North Carolina  health officials will be reviewing the CDC's recommendations before deciding to lift the mandate.

'The CDC announcement today on masks shows the important benefits of vaccinations. North Carolina two weeks ago removed the outdoor mask mandate, but the indoor mask mandate remains in effect while state health officials review the specific CDC recommendations,' the statement read.

On April 21, Cooper said that he expects to lift mandatory social distancing and mass gathering restrictions by June 1.

'Although we're making progress, we haven't beat COVID-19 yet,' Cooper said at the time.

Minnesota

In a press conference on Thursday, Governor Tim Walz (D) announced the state would be ending its statewide mask order effective immediately.

Walz continued to encourage unvaccinated residents to get their shots, but called the news 'a great' day for Minnesota.

So, those peacetime emergencies are done and the business mitigations are coming to an end. I want to be clear it's not the end of the pandemic, but it is the end of the pandemic for a lot of vaccinated folks,' he said.

However, Walz said that certain businesses such as  hospitals and airlines can require masks if they choose and that local governments can keep their mandates in place.

Illinois

Illinois Gov. JB Pritzker (D) announced on Thursday that he will be revising the state's executive orders following the CDC's new guidelines on mask wearing.

'I firmly believe in following the science, and will revise my executive orders in line with CDC guidelines lifting additional mitigations for vaccinated people,' Pritzker tweeted.

'The scientists' message is clear: if you are vaccinated, you can safely do much more.'

Kentucky

Governor Andy Beshear (D) said the commonwealth of Kentucky will 'immediately follow' the new rules set forth by the CDC.

In a video tweeted on Thursday, he praised the updated recommendations as 'great news' and said it was a milestone the public had been anticipating.

'This is outstanding,' Beshear said.

'It means that we are so close to normalcy, and we're going to be changing Kentucky's mask mandate to be the same with those CDC guidelines.'

He added that he hoped the news would encourage residents who have not yet receive a 'shot of hope' to make vaccination appointments.

'There are hundreds of thousands of available appointments right now to get vaccinated,' Beshear said.

'When you get vaccinated, the CDC says it is safe to take that mask off, so go on out, get that shot. Let's defeat this pandemic once and for all.'

Colorado

The office of Governor Jared Polis (D) confirmed that the state would no longer required fully vaccinated residents to wear masks.

Initially, a spokesperson said the mandate would be updated 'shortly' but, within an hour, updated this to say that that the requirement would be lifted completely.

Local governments and businesses will still be allowed to require masks even if the state does not and large cities, such as Denver, have not announced intentions yet.

Oregon

In a recorded statement, Governor Kate Brown (D) stated she would be immediately lifting the state's mask requirement for vaccinated individuals following the new guidelines.

'Oregon will be following this guidance, which only applies to fully vaccinated individuals,' she said.

'Immunocompromised people should continue to follow the recommendations of their health care provider.'

She said that, in accordance with the agency's recommendations, Oregon will still require masks in healthcare settings, on public transportation and in airports.

'Oregonians now have a choice on how to protect themselves and others from COVID-19,' Brown said.

'Either get vaccinated or continue wearing a mask and following physical distancing requirements.'

DO CHILDREN STILL HAVE TO KEEP WEARING MASKS?

There has also been confusion over whether or not the new CDC guidance extends to children.

In an appearance on CNN, Dr Fauci also said that children will still have to wear masks.

'The children do when they are out there playing with their friends, particularly in an indoor situation, they do,' he said.

And an interview on NBC's TODAY on Friday, CDC director Dr Rochelle Walesnky echoed Fauci and even suggested that fully vaccinated parents continue to wear masks to model good behavior for their children

'We still have all the children between the ages of 0 and 12 who aren't yet eligible for vaccine. We're working on it,' she told host Hoda Kotb.

'But they're not yet eligible for vaccine. And we will still ask them to wear a mask because they are not vaccinated, and to protect themselves and protect others.

'And in fact, yes, parents, and perhaps even teachers, may want to continue wearing masks to model behavior for them. I should also say that people may want to continue wearing masks because we've been wearing masks for 15 months. It is going to be hard to let go of them. We should be able to do that in our own due time.'

Their comments come even after a study from the University of Alabama at Birmingham released on Thursday found that nearly three-quarters of infected children will never develop typical COVID symptoms like fevers or coughs.

Kids are also believed to not spread the virus as easily as adults.

WHY ARE STORES STILL KEEPING THEIR MASK MANDATES IN PLACE?

Despite the new guidelines, several stores will not be immediately be lifting their mask requirements.

Spokespeople for pharmacies such as CVS and Walgreens, departments stores including Macy's and clothing stores like Levi Strauss and Gap are reviewing the recommendations before deciding whether or not to lift mask orders.  .

Other stores including Home Depot, Kroger and Starbucks stated there is no review to be done and they will be keeping their mask mandates in place.

In addition, unions representing grocery store workers and retail workers said on Thursday that they believe stores should keep rules in place requiring customers to wear masks.

Marc Perrone, president of United Food and Commercial Workers' union, called the new recommendations 'confusing' and said the CDC failed to consider the impact the move would have on workers dealing with unvaccinated customers.

'Millions of Americans are doing the right thing and getting vaccinated, but essential workers are still forced to play mask police for shoppers who are unvaccinated and refuse to follow local Covid safety measures. Are they now supposed to become the vaccination police?' he said in a statement.

Lisa LaBruno, senior executive vice president at the Retail Industry Leaders Association - which represents Home Depot Target - said in a statement. that the guidelines 'create ambiguity.'

She added, according to CNN: 'It fails to fully align with state and local orders. These conflicting positions put retailers and their employees in incredibly difficult situations.'

Announcing the news on Thursday afternoon, the CDC's director, Dr Rochelle Walensky, said it was a moment of joy.

'We have all longed for this moment when we can get back to some sense of normalcy,' she said.

'Based on the continuing downward trajectory of cases, the scientific data on the performance of our vaccines and our understanding of how the virus spreads that moment has come for those who are fully vaccinated.'

The average number of new COVID-19 cases nationwide, over a weekly period, has fallen to 36,800 a day - a 23 per cent drop when compared to the previous seven-day period, and a 50 per cent decrease from the peak of the springtime wave recorded a month ago.

Hospitalizations and COVID-19 deaths are down, with reported fatalities in the last week dropping 12 per cent from the previous weekly period.

Vaccine supply problems in the U.S. have eased, and it is easier than ever to get a shot, with many sites no longer needing to require appointments for doses.

Additionally, data continue to emerge that bolster increasing confidence among scientists that the vaccines in use work effectively against variants — including those first identified in the United Kingdom, South Africa, Brazil, California, New York and India.

'All of the real world data we've seen that's been in the published literature — large studies in many different settings — have demonstrated that those vaccines are effective,' Walensky said.

Walensky noted that people with compromised immune systems should speak to their doctors before giving up their masks.

And unvaccinated people who 'remain at risk of mild or severe illness, of death or of spreading the disease to others' should still wear masks and get vaccinated right away, she said.

'If things get worse, there is always a chance we may need to make a change to these recommendations,' Walensky said.

'But we know that the more people are vaccinated, the less cases we will have and the less chance of a new spike or additional variant emerging.'

Walensky said the agency also will be updating all of its guidance — including for travel.
