PHOENIX — A dollar bill in Wisconsin is the latest tip Mesa, Ariz., detectives are investigating in the disappearance of Mikelle Biggs, a girl who vanished in 1999 while waiting for an ice-cream truck.

The dollar was reported to police on March 14 in Neenah, a town 9 miles southeast of Appleton.

A message is written along the edges of the 2009 bill: "My name is Mikel (sic) Biggs kidnapped From Mesa AZ I'm Alive."

The 11-year-old's disappearance drew national attention almost from the moment Tracy Biggs reported her daughter, the oldest of the family's four children, missing on January 2, 1999.

The note appears to be written in a child's handwriting. Mikelle's name is spelled wrong and '"s" in "is" almost sits on its side while the "kel" in the name is written in cursive.

Investigator: It doesn't feel authentic

Neenah Police Investigator Adam Streubel said he examined the bill and questions its authenticity. He noted that Mikelle’s first name is misspelled and suspects that it could be a senseless joke.

Streubel said it’s virtually impossible to determine how the bill wound up in Neenah or how many people touched the bill over the years.

“None of us were really aware of the kidnapping,” Streubel said. “We had to do some research.”

Even if the bill is genuine, “there’s no way to trace it,” Streubel said.

“There was a little spring of hope for a second, and then reality set in,” he said. “There is nothing you can do with it, which is rather frustrating.”

Mesa spokesman: Department will follow up

Detective Steve Berry, a Mesa police spokesman, said detectives were looking into the evidence after they were alerted of the dollar Monday morning.

He didn’t discount the potential investigative value of the dollar bill found in Neenah.

"We don't get a lot of tips any more, but we occasionally do. We always follow up on it. We always hope that might be the one that breaks the case," Berry told The Arizona Republic.

Gone in 90 seconds

Mikelle's younger sister, Kimber Biggs, was the last person to see her. The two girls had been playing outside on their tidy Mesa block waiting for an ice cream truck that afternoon. Mikelle was riding a bike when Kimber walked home to talk to their mom.

In 90 seconds, Mikelle had vanished — the bike was tossed on the street with the girl's quarters strewn nearby.

The response by Mesa police and neighbors alike was swift. Within 30 minutes, a helicopter was in the air with officers on a loudspeaker announcing that they were in search of a child.

Mikelle's case generated what is known as the most intense investigation in the Mesa Police Department’s history, with more than 800 pieces of evidence collected and more than 10,000 tips received.

Fliers of the girl's class photo saturated the region as the desperate hunt continued. It was a face that could be recognized by nearly everyone at the time: Mikelle flashing a toothy grin and wearing a headband to pull her hair off of her face.

Evidence in the case included nearly 500 interviews with psychics and searches of 35 abandoned mine shafts in the San Tan Mountains.

Detectives tracked down every known ice-cream vendor in the state, in the case that the ice cream truck did come to the Biggs' street before she disappeared.

Authorities pored over and over again information they obtained from motorists they had stopped at roadblocks the night Mikelle went missing, and from the 20 sex offenders they interviewed that lived around east-central Mesa.

But there were no clues. Even what they thought to be clues would turn out to be nothing.

Thousands of tips

A tipster called to tell them to look for Mikelle at a Motorola plant, leading to an exhaustive search of the business and its grounds. It was a hoax.

An email arrived from someone claiming he had taken Mikelle, sending police to assemble a SWAT team outside a Phoenix house where they tracked the location of the sender. It was a 12-year-old kid, messing around on the internet.

One of the lead detectives, Jerry Gissel, has said evidence they had found showed that Mikelle was running away from somebody.

"It wasn't somebody that she knew or wanted to be with. She dropped the bike, she was running toward home, she dropped quarters, and it was swift. And somebody grabbed her and, I believe, abducted her in a car and drove away with her," Gissel said in an 2009 interview with ABC News.
