'A turning of the tide'? San Diego repeals 35-year-old law that punished homeless people As San Diego decided to stop fining people living in cars on Tuesday, advocates said they hope other cities will adopt more constructive policies on homelessness. Laws that make it illegal for people to live in vehicles, advocates told USA TODAY, wrongfully penalize people who cannot afford housing or meet their needs at traditional emergency shelter services. Although the unsheltered homeless population, people living in cars or the streets, is rising according to the latest federal report, cities have increasingly fined people living in cars.

After pouring bleach on food made for the homeless , Kansas City health officials change course. Health inspectors in Missouri shut down large food giveaways meant to feed the homeless in Kansas City parks across the city last week, trashing and bleaching some of the food to render it inedible.

Staff at Iceland, the frozen food firm, have been accused of pouring bleach and toilet cleaner onto waste food to stop homeless people eating it.

SANTA CLARA (CBSLA) – Federal officials say a transient suspected of pouring bleach into supermarket freezers in Southern California has been arrested.

David Clare Lohr was arrested last Wednesday in Sunnyvale on federal charges in Los Angeles of tampering and attempting to tamper with consumer products, according to the FBI.

The arrest came after deputies with the Santa Clara County Sheriff’s Department received a report of a man spreading white powder and hydrogen peroxide aboard a public bus. The powder was later determined to be salt.

A federal complaint filed in Los Angeles alleges Lohr was seen on surveillance videos in Dec. 2018 and January 2019 pouring bleach into refrigerators and freezers containing packaged consumer products (such as ice, alcoholic beverages, and packaged frozen seafood) at supermarket locations in Redondo Beach, Manhattan Beach, and West Los Angeles.

The affected packages were later destroyed after some customers reported smelling bleach on products.

Authorities say there have been no known reports of individuals sickened by Lohr’s action, but anyone who may have been impacted is urged to call 1-800-CALL-FBI.

Trial set for man accused of killing Iowa student in 1979.
A trial date has been set for a man accused of killing an Iowa high school student almost 40 years ago. Cedar Rapids station KCRG reports that trial for 65-year-old Jerry Burns, of Manchester, has been set for Oct. 14 in Linn County. Burns has pleaded not guilty to first-degree murder. Police arrested him Dec. 19, 39 years to the day after 18-year-old Michelle Martinko was killed. Her body was found the next day inside her family's car at a Cedar Rapids mall. She had been stabbed in the face and chest. Police say investigators matched a blood sample from the crime scene with a sample taken from Burns.
