A Mount Vernon gang member awaiting trial for a 2016 shooting orchestrated a plan to kill a woman who was a witness to the shooting, authorities said today.

Jason Garcia and four others — including two of his girlfriends — were indicted on felony charges of first-degree attempted murder and second-degree conspiracy.

The plan was thwarted by law enforcement monitoring jail phone calls and other communications and they arrested one girlfriend, Cassaundra Dunham, and the intended killer, Damien Rickard, when she went to give him a laser-equipped handgun at Garcia’s direction in mid-March, the Westchester County District Attorney’s Office said.

The other girlfriend, LaQuana Kershaw, was arrested in early March on a promoting contraband charge after allegedly delivering a cellphone charger to Garcia. Prosecutors said he was secretly using the phone as part of the murder conspiracy.

Kershaw is accused of working to locate the witness, as well as someone who would kill her. She also scouted locations for the killing where there were no surveillance cameras, officials said.

Rickard, Kershaw and Dunham pleaded not guilty at their arraignments this morning before Westchester County Judge David Zuckerman. Garcia and Matthew Brown are awaiting arraignment.

Garcia, a member of the Bloods Gang who is also known as "G-shine" and "Mecca-J," ordered the shooting of two people that day outside the bar at 766 S. Fifth Ave., the DA's Office said after he was indicted in August 2018.

At 1:44 a.m. on Dec. 10, 2016, one person was shot in the head and another person was shot in the chest and neck, officials said. Both people survived, but they face "lifelong medical difficulties," officials said.

The shooting was captured on surveillance video, officials said, and Garcia was indicted in August 2018 on felony charges of attempted second-degree murder, two counts of first-degree assault, and two counts of second-degree criminal possession of a weapon.
