A man in a wheelchair has been arrested for shooting another man in downtown Houston on Sunday, according to Houston police.

Around 1 p.m. Joey Harper, 27, was in a wheelchair wearing a mask when he rolled up behind the man and shot him, officers said.

The victim had just left a gym and was placing his daughter in the backseat of his car when Harper allegedly opened fire in the 3700 block of Louisiana Street.

The victim managed to tackle Harper and knock him from the wheelchair but Harper got away and fled the scene in the chair.

The 39-year-old father was taken to the hospital in critical condition.

One person was arrested. The shooting was first reported just before 11 p.m. Witnesses called 911 to report shots being fired from a moving vehicle in the area of Seventh Avenue and Pike Street. Shortly after, a car crashed into a restaurant located at Seventh Avenue and Union Street, which damaged the restaurant, but no injuries were reported. Witnesses told police that one of the vehicle's occupants exited and began firing a handgun toward a group of people in the middle of the street.

A witness followed Harper for three blocks where he tried to leave in a friend's vehicle. He was arrested shortly after and he still had the mask and pistol at the time.

Third suspect arrested in death of high school student.
Police have arrested a third suspect in connection with the shooting death of Donzell Martin, a 17-year-old high school student in April. Martin was reportedly shot in the 1700 block of East 12th Street. He was taken via private vehicle to Mercy Medical Center, where he died. Marcus Qushun Brown is charged with first-degree murder in connection with the case. Des Police said Brown was captured in Mishawaka, Indiana. He was extradited to Des Moines to face charges. Makaveli Depriest Russell, 22, was charged with one count of first-degree murder and one count of first-degree robbery in April.
