Luke's family has said he wasn't a threat and couldn't obey a command to roll onto his stomach because an officer was sitting on him. Luke was seen in the video clenching his right hand, using it to cover his head as Pier struck him.

The state attorney general guidelines allow police officers to strike a person with their hands or feet to "overcome a subject's physical resistance," putting it in the same category as wrestling someone to the ground or wrist and arm locks. Experts say policing principles include using the minimum amount of force necessary.
