Isaac Ishmail Rivers, 41, has been charged with two misdemeanors — disorderly conduct and going armed to the terror of people — after police say he "waved an open blade" and told passersby, "Y'all hate me because I'm (black), I'm gonna kill all of you," according to arrest records.

Rivers' address is listed in arrest records as 19 North Ann Street, the location of Homeward Bound, a local nonprofit that supports the homeless.

Rivers was in custody at the Buncombe County Jail as of 10 a.m. Aug. 14 and was eligible for a $1,000 secured bond. Rivers is scheduled to appear in court on Oct. 10.

Armed Man Fatally Shot By Fort Worth Officer During Disturbance Call.
A man who was armed with a gun is dead after he was shot and killed by a Fort Worth officer Sunday evening, police say. © Provided by CBS Local, a division of CBS Radio Inc The shooting happened around 7:45 p.m in the 5800 block of Blueridge Drive. Police say they responded to a domestic disturbance and arrived to an altercation between a man and a woman. Police said a man at the home had a gun and pointed it at officers. According to police, one of the officers feared for his life and shot the man. The man was taken to the hospital but later died. His identity has not yet been released.
