  Chicago Police Department told it must overhaul the way it investigates homicides to improve low clearance rate The Chicago Police Department must completely overhaul the way it investigates homicides, from finding better detectives to keeping better track of cases, if it hopes to improve its dismal clearance rate and reduce violent crime, a leading police research agency has concluded after an exhaustive review. In a 116-page report, the Police Executive Research Forum found some detectives do not even know how many cases they were assigned in the past year. It also found that the department offers nothing to witnesses who feel threatened, does not pay enough attention to shootings that are not fatal and must wait up to a year for crucial DNA test results.

The first shooting happened near 52nd and Olive streets just after 3 p.m. Neighbors told police that they heard multiple gunshots and saw a man down in the street.

Police said the victim, an adult, died at the scene. He has been identified as 44-year-old Michael K. Jones.

A woman was killed in a second shooting about 6 p.m.

Police said officers were called to the 3200 block of Brighton Avenue on a report of shots fired in the area.

While officers were on the way, they received information that a shooting victim arrived at the nearby McDonald’s at 31st Street and Van Brunt Boulevard, authorities said.

Officers found the woman in a vehicle. She died at the scene. Police said she was a passenger in the vehicle. She has been identified as 37-year-old Kimberly Harris.

Authorities said a third person was fatally shot near 24th Street and Chelsea about 7:15 p.m.

Police said neighbors heard multiple gunshots in front of a home.

When officers arrived bystanders lead them to a shooting victim on the front porch of a residence.

Police said the victim died at the scene. Authorities identified the victim as 18-year-old Xavier Young.

"Although this is the third shooting death in the last four hours there is no indication that the events are related in anyway," police Sgt. Jake Becchina said.
